Congress School District Violates Open Meeting Law

A letter of findings by the Attorney General’s Office Open Meeting Law Enforcement Team was sent to the Congress Elementary School District Board on December 12, 2007 regarding allegations that the Board has violated the Open Meeting Law. One of the three allegations was found to have violated the Law.

Happy Birthday Rose Mary!
Long-time resident of Congress, Rose Mary Goodson celebrated her 90th birthday last month along with family and friends at a party held in St. Charles, Mo. For those of you who don't remember Rose Mary, her book, The Story of Congress, is still on sale at the Congress Grocery Store, and her drawing of the old prospector is on the map of Congress.

Our Arizona Adventure
We have happy memories of our trip to Arizona and Southern Utah which started with a home stay in Wickenburg and ended with a night at Wupatki National Monument near Flagstaff.

There was no way I could shoot all the entries in the Old Congress Days parade, the gymkhana or the mucking and drilling. Same for the dancing. So I opted for just a few shots that might capture the mood

In round numbers, maybe 20 people showed up for the open meeting with Tim Carter and Liz Hill last Thursday

Fire Department Chief Virgil Suitor gave his standard introduction about where the bathrooms were and what to do in case of a fire ("The doors are open, run!"). Then Tim introduced himself and repeated what he had said in an email: "I will introduce myself, discuss the purpose of the meeting, and establish the ground rules. I will introduce Liz and she will speak in general about the open meeting law. She has prepared for a 30 minute presentation." Liz stood up, introduced herself, and the meeting began.

After Liz's presentation, questions came from the floor and were answered until about 8:30 when it was cake, coffee and cooky time.

Introduction to MAC-RO Held at Congress Elementary
“How should the public school be run?” This is a much discussed question these days, but perhaps the question that needs to be asked is, “What options do parents really have?”

Last week, lots of comments were added to previous articles. Plus the one new article shown above already has seven comments.

This coming week there will be the monthly School Board meeting on Wednesday, October 10th, and an open meeting with Tim Carter, Yavapai County School Superintendent, at 7 p.m. at the Congress Fire Station on Thursday, October 11, 2007.

Tim will introduce himself, discuss the purpose of the meeting, and establish the ground rules. He will then introduce Liz Hill, Arizona Ombudsman Citizen's Aide, who will speak for approximately 30 minutes about the open meeting law under which all public meetings are conducted. After that, people can ask questions with no script or outline.

Thus it will be more along the lines of the First Congress Community Forum than the usual meeting style where input from the public is limited to a relatively short Q&A section.
